Demands Raised Include Seniority Restoration, Promotion Eligibility, Lab Teacher Appointments, and Setup Reforms in Schools

Raipur (Chhattisgarh), April 12, 2025 — During the ongoing Sushasan Tihar, an initiative launched by Chief Minister Shri Vishnu Deo Sai to address public grievances across the state, the Transferred Organization Chief, Shri Lalbahadur Sahu, submitted a memorandum drawing attention to the longstanding issues faced by teachers, especially those who were transferred from the Panchayat Department.In the memorandum, he highlighted several unresolved matters concerning the 27,000 transferred teachers, including the delay in promotion, denial of seniority benefits, and the lack of implementation of assured career progression. The letter, addressed to the Chief Minister, emphasizes the urgent need for administrative action on the following key points:1. Restoration of Seniority and Promotions:Teachers appointed in 1998, 2005, and 2008 under the Panchayat Department are being denied due seniority and risk retiring without a single promotion. It is requested that their service from the date of initial appointment be considered for promotion under the Civil Services Rule 12(b), 1961, enabling promotions to Lecturer and Principal posts.2. Career Advancement Benefits:Teachers should receive financial benefits and time-bound promotions after completing 10, 20, and 30 years of service from their date of first appointment, as per standard service norms.3. Lab Teacher Appointments and Science Education Reforms:The appointment of lab teachers in high schools and higher secondary schools should prioritize candidates with 12th-grade Mathematics qualifications. Lab teachers should assist science lecturers and be exempted from general teaching duties to focus on lab work effectively.4. Partial High School Setup Reforms for Science Streams:Science subjects — Physics, Chemistry, and Biology — should all be considered in setup reforms to ensure holistic science education. Additionally, rationalization of posts (Yuktikaran) should be implemented without altering the current subject-wise setup from 2008.The representation further demands that promotion processes for Lecturers and Principals be initiated only after implementing partial setup reforms and addressing seniority-related anomalies to ensure fairness and uniformity in the system.Shri Sahu stated that despite repeated assurances, pending arrears of dearness allowance have not been paid, and several non-financial demands remain unaddressed. The teacher fraternity, consisting of over 1.8 lakh members, seeks justice and administrative fairness and has expressed hope that the government will act swiftly on these demands.
