Raipur, 22 June 2025: Union Home Minister Shri Amit Shah today virtually inaugurated the temporary campus of the National Forensic Sciences University (NFSU) and the I-Hub Raipur located in Nava Raipur.

On this occasion, he described it as a historic day for Chhattisgarh, marking a significant step towards modernizing and scientifically strengthening the criminal justice system. Alongside the temporary NFSU campus, the Bhoomi Pujan (groundbreaking) ceremony for the permanent campus and the establishment of a Central Forensic Science Laboratory were also initiated. These institutions are being developed at a total cost of ₹268 crore. From the academic session 2025–26, B.Sc., M.Sc. in Forensic Science, Cyber Security, Psychology, Digital Forensics, and various professional diploma courses will begin, with the first batch accommodating about 180 students.

Shri Shah emphasized that these developments would strengthen not just Chhattisgarh but the entire central Indian region with a modern judicial framework and advanced crime investigation capabilities. Cutting-edge forensic technologies like DNA fingerprinting, LSD analysis, cyber security, biotechnology, and digital forensics will now be locally accessible, accelerating and improving the accuracy of investigations. He noted that forensic examinations will now be conducted in Atal Nagar, Nava Raipur, instead of needing to send cases to Delhi or other metro cities.

Regarding the I-Hub, he explained that it will serve as a platform to connect Chhattisgarh’s youth with startup culture, provide technical support, funding, marketing, and professional services. He encouraged youth to become entrepreneurs, launch startups, and participate in the state’s industrial growth. This I-Hub is modeled after Gujarat’s and has the potential to produce global startups from Raipur.

Shri Shah highlighted that under the new government in Chhattisgarh, investment proposals worth ₹5 lakh crore have been signed, promising job creation, revenue growth, and an enhanced industrial environment. He commended Chief Minister Shri Vishnu Deo Sai and Home Minister Shri Vijay Sharma for decisively accelerating anti-Naxal efforts. For the first time, even during the rainy season, security forces are actively pursuing Naxals, denying them any respite. He appealed to the Naxals to surrender and be part of Chhattisgarh’s development journey.

He stated that the permanent NFSU campus would be fully developed in three years, opening vast career opportunities in the forensic field for the youth of Chhattisgarh. Under the Modi government, graduating from NFSU will equate to a guaranteed job. Referring to the newly implemented three criminal laws, he said the objective is to ensure justice within three years and establish a modern criminal justice system based on scientific evidence. He further mentioned that forensic investigation has been made mandatory in cases involving more than 7 years of imprisonment. All police stations have been integrated with CCTNS (Crime and Criminal Tracking Network and Systems), empowering state governments with advanced investigative and monitoring capabilities. This will not only strengthen judicial procedures but also place India among the top nations with science-based conviction systems.

The Home Minister informed that 16 NFSU campuses have already been set up across the country, and 10 more are proposed. He underscored the crucial role of forensic technology in making India self-reliant. Citing a recent survey, he said the global forensic technology market is expected to reach USD 55 billion by 2026, and India’s share is rising rapidly.

Chief Minister’s Address:

Chief Minister Shri Vishnu Deo Sai stated that the day is historic for Chhattisgarh as three major institutions have been inaugurated together, which will give the state national and international recognition. He noted that NFSU is the world’s first and only university fully dedicated to forensic science, cyber security, and behavioral sciences. Its Raipur campus will establish Nava Raipur as a new national educational hub. This institute will become a strong foundation for law enforcement, judicial processes, and forensic research not only for Chhattisgarh but for the entire central Indian region.

The CM added that the Chhattisgarh government has provided 40 acres of land in Banjari, Nava Raipur for the university and played a key role in completing the transit campus on time. Various graduate, postgraduate, and short-term courses in forensic science, digital forensics, psychology, etc., will be offered. Training in areas such as cybercrime, road accident analysis, and narcotics investigation will enhance the state’s law enforcement capabilities.

He praised Prime Minister Narendra Modi and Home Minister Amit Shah for implementing three new criminal laws after almost a century. Institutions like NFSU will play a critical role in effectively implementing these laws. The state government is equipping its police forces and investigative agencies with the necessary training and resources and is actively monitoring the process.

The CM also referred to the inauguration of I-Hub Chhattisgarh as a powerful medium to connect youth with startups and innovation. The facility will feature state-of-the-art co-working spaces to promote creativity.

Deputy CM’s Remarks:

Deputy Chief Minister Shri Vijay Sharma highlighted that the Raipur campus of NFSU will bring revolutionary change not just in training but also in forensic research and investigation. He said that the campus will be a hub for education, research, training, consulting, and even for innovation and manufacturing of forensic equipment within India. This vision is being realized under the leadership of Home Minister Shri Amit Shah. The land for the project has been allocated, and construction will begin soon. The campus will have modern amenities and will train youth in forensic science, digital forensics, psychology, and short-term courses.

He stressed that forensic systems will play a vital role in implementing India’s new criminal laws—Bharatiya Nyaya Sanhita, Bharatiya Sakshya Adhiniyam, and Bharatiya Nagarik Suraksha Sanhita. He also noted with pride that Chhattisgarh is among the first states where NFSU is being established, whereas states like Odisha, Bihar, Rajasthan, and Andhra Pradesh are still in the initial phase.

He announced that the state government has received ₹24 crore from the Centre to establish mobile forensic units in all 33 districts. Each unit will be equipped with a mobile van, modern instruments, and a trained team to ensure accurate on-site investigations.

Junare among other dignitaries and officials.
