Third Governing Body Meeting of Chhattisgarh CAMPA Held Under CM Sai’s Chairmanship
Raipur, 16 June 2025:The third meeting of the Governing Body of Chhattisgarh CAMPA (Compensatory Afforestation Fund Management and Planning Authority) was held today at Mahanadi Bhavan, under the chairmanship of Chief Minister Shri Vishnu Deo Sai.
During the meeting, the Chief Minister emphasized that CAMPA funds must be used appropriately and in accordance with established regulations. He reviewed the activities being carried out under CAMPA and issued necessary directions for effective implementation.
CM Sai highlighted that 44% of Chhattisgarh’s geographical area is covered by forests, and the state ranks third in the country in terms of forest area, despite being tenth in total land area. He underscored the critical role of CAMPA funds in forest conservation and development, stating that the funds must be prioritized and utilized as per actual requirements.
The Chief Minister sought detailed reports from officials on various initiatives undertaken in recent years under CAMPA, including forest development, protection, wildlife conservation, and infrastructure development. The Chief Executive Officer (CAMPA) presented a progress report and key accomplishments achieved using CAMPA funds.
It was informed that the CAMPA fund has been used for activities such as afforestation, resettlement of forest villages, groundwater conservation, preservation of sacred groves (Devgudis), upgrading of forest roads, construction of culverts and causeways, development of pastures, establishment of nurseries, construction of hi-tech barriers, riverside plantations, residential quarters for frontline staff, fire safety measures, and wildlife management.
The Governing Body was informed that from 2019-20 to 2024-25, a total amount of ₹7,297.55 crore has been received from the Ministry of Environment, Forest and Climate Change, Government of India, into the interest-bearing public account titled Chhattisgarh Compensatory Afforestation Fund. Of this, ₹4,010.43 crore has been utilized over the past six years.
For the financial year 2025-26, the State CAMPA has proposed an Annual Plan of Operations (APO) amounting to ₹694.18 crore to the National CAMPA, of which ₹433.69 crore has been approved so far.
The meeting was attended by Forest and Climate Change Minister Shri Kedar Kashyap, Chief Secretary Shri Amitabh Jain, Additional Chief Secretary Smt. Richa Sharma, Principal Secretary to the Chief Minister Shri Subodh Kumar Singh, Principal Secretary of Panchayat and Rural Development Smt. Niharika Barik Singh, Secretary to CM Dr. Basavaraju S., Secretary of Housing and Environment Department Shri Ankit Anand, Secretary of Forest and Climate Change Department Shri Amarnath Prasad, and Principal Chief Conservator of Forests and Head of Forest Force Shri V. Srinivas Rao, among other senior officials.
