Several important decisions were taken today at the Cabinet meeting held at Mahanadi Bhavan under the chairmanship of Chief Minister Shri Vishnu Deo Sai:
- Grant of Senior Pay Scale to State Police Officers
To ensure proper management of the State Police Service cadre, the Cabinet approved the creation of 30 non-gazetted posts to grant senior grade pay scales to officers of the 2005, 2006, 2007, 2008, and 2009 batches who have completed the qualifying service period.
- Joint Venture for Empowering Marginalized Communities
A major decision was taken to establish a non-profit joint venture company between the Chhattisgarh government and PanIIT Alumni Reach for India Foundation.
This initiative aims to empower poor youth, women, and transgender individuals from Scheduled Tribes and other deprived groups through vocational training, skill development, and rural entrepreneurship.
Key highlights:
The venture will utilize unspent funds from Tribal and Scheduled Caste sub-plans for livelihood and socio-economic transformation.
PanIIT will train trainers for skill development programs and provide foreign language training to facilitate international employment.
Government buildings will be identified and transferred to the venture for training purposes.
PanIIT, formed by IIT alumni, works with state governments to boost livelihoods through skill-building and entrepreneurship in marginalized communities.
- Amendment to Chhattisgarh Motor Vehicles Taxation Act, 1991
Approved to curb road accidents caused by old vehicles and to reduce air pollution.
- Amendment to Chhattisgarh Motor Vehicle Rules, 1994 (Rule 55)
Vehicle owners can now transfer fancy or choice registration numbers from old vehicles to new ones or to vehicles brought from other states (of the same category) upon payment of the required fee.
This rule does not apply to vehicles already registered in the state.
Government vehicles are exempt from the fee.
- Approval of Chhattisgarh Private University (Establishment and Operation) (Amendment) Bill, 2025
- Student Startup and Innovation Policy Approved
To empower youth through startups and innovation, a new Student Startup and Innovation Policy has been approved.
Objectives:
Promote student-centric innovation and incubation systems.
Increase awareness of intellectual property (IP).
Establish innovation centers in tribal regions with a focus on agriculture, green energy, health, and manufacturing.
Targets:
Reach 50,000 students in 100 technical institutions.
Support 500 prototypes.
File 500 IP rights.
Incubate 150 startups.
- Approval of Chhattisgarh Agricultural Produce Market (Amendment) Bill, 2025
- Establishment of State Capital Region Development Authority
A bill was approved to set up an authority for the development of the State Capital Region (Raipur, Durg-Bhilai, and Naya Raipur Atal Nagar), similar to the National Capital Region model.
This authority will:
Plan urban development.
Promote investment.
Coordinate between government and private entities.
Control urban expansion.
By 2031, this region is projected to house nearly 5 million people. The authority will ensure efficient land use, environmental protection, and sustainable urban growth.
- Approval of Chhattisgarh Goods and Services Tax (Amendment) Bill, 2025
This aligns with the Central Government’s Finance Act, 2025 and strengthens rules related to inter-state transactions and Input Service Distributors.
- Chhattisgarh Tax Arrears Settlement (Amendment) Bill, 2025
Approved to encourage small and medium traders and expedite the resolution of pending tax-related court cases.
- Approval of Chhattisgarh Land Revenue Code (Amendment) Bill, 2025
This will:
Ease map-based partitioning and record updates.
Prevent illegal plotting.
Reduce legal disputes through geo-referenced mapping.
Simplify mutation processes, especially in cases of inheritance.
Allow proportional transfer of land with buildings.
Streamline policies related to industrial, housing, and urban development.
