Raipur, 28 June 2025 – Under the leadership of Chief Minister Shri Vishnu Deo Sai, the Chhattisgarh government is consistently taking steps to make governance more transparent, impartial, and public-oriented across all departments in line with its good governance policy. In this direction, a major reshuffle has taken place in the Commercial Tax (GST) Department for the first time in several years. In the past two to three years, only a few limited transfers (around 10-15 officers) had occurred in the department. Most GST officers and staff had been serving in the same location for extended periods—some even for 18 consecutive years—hindering transparency and impartiality in operations and tax collection.
Out of the 35 sanctioned posts of State Tax Deputy Commissioners, 17 officers have now been promoted and newly appointed. Among the remaining eight deputy commissioners, three had been posted in Raipur for the past 10 years, two for 8 years, and three for 4–5 years. Additionally, eight deputy commissioners and four assistant commissioners had been serving in their home districts for the past five years.
Furthermore, 178 State Tax Officers/Inspectors had been in the same position for 4–5 years, with 34 State Tax Officers and 45 Inspectors serving continuously in their home districts for the last five years. Given that this is a tax collection department, long-term postings in the same area increase the chances of developing personal ties with businesses, which can affect work integrity.
Commercial Tax Minister Shri O.P. Choudhary stated that the state government has taken necessary corrective actions to decentralize and strengthen the tax administration. Previously, even though there were 30 tax circles in the department, offices were present in only 15 districts, while other major departments had offices in all districts. This gap has now been addressed with new tax circles established for the first time in Dantewada, Kondagaon, Jashpur, and the newly formed districts of Sakti and Sarangarh, ensuring officer postings there.
To strengthen revenue collection, BIU (Business Intelligence Unit) and Audit Units have been set up, and officers have been assigned to these divisions. Despite the large-scale transfers, human sensitivities were carefully considered—spouses working as officers have been posted in the same district, and women officers have been transferred to nearby districts wherever possible.
Finance Minister Shri Choudhary emphasized that the state government will continue to take firm steps in the future to promote a culture of honesty, transparency, and dedication across all departments.
