Teachers Association Meets DPI Rituraj Raghuvanshi Over Rationalization DiscrepanciesUnder the leadership of Sanjay Sharma, State President of the Chhattisgarh Teachers Association, a delegation met with School Education Department Secretary and DPI Rituraj Raghuvanshi, along with Assistant Directors Ashutosh Chaware and Ashok Narayan Banjara. The delegation submitted a memorandum demanding the issuance of a general order for granting promotional pay scales and amendments to the rationalization rules. The discussion also included the issue of promotions to vacant posts of middle school headmasters and lecturers in the Raipur division. The delegation felicitated DPI Rituraj Raghuvanshi, who assured that all demands would be carefully reviewed and departmental decisions would follow.
The memorandum referenced the Hon’ble Chhattisgarh High Court Division Bench’s decision (Case No. WA No. 261 of 2023), the General Administration Department’s orders dated 24/04/2006 and 10/03/2017, and the Finance & Planning Department’s order dated 10 August 2009, requesting that the decision to grant promotional pay scales, as determined in the Sona Sahu case, be implemented across the board.The General Administration Department’s orders stipulate promotional pay scales after 10 and 20 years of service. The association demanded that these orders be implemented for all LB cadre teachers. Additionally, the Finance & Planning Department’s 2009 order, which allows counting previous departmental service toward pay scale benefits when transferring between departments, should also be applied through a general order to all LB cadre teachers.The memorandum further requested that previous service periods be counted for gratuity, leave encashment, minimum pension, and full pension benefits from the date of initial appointment.Memorandum on Amendment to Rationalization RulesAccording to School Education Department Orders dated 02/08/2024 and 28/04/2025, the ongoing rationalization process is seen as adverse to the quality of education, student interests, teachers, and parents. The following key suggestions and demands were submitted:1. Promotions should first be made for principals, lecturers, teachers, and headmasters (primary/pre-secondary).2. As per the 2008 setup, minimum student numbers required one headmaster and four teachers. Reducing these positions will automatically render teachers surplus, which is impractical and violates the National Education Policy 2020.3. The primary school setup in 2008 approved one headmaster and two assistant teachers at minimum enrollment. Reducing a post is impractical and violates NEP 2020.4. Removing headmaster posts would reduce promotion opportunities for assistant teachers and teachers by up to 50%, which is unjust.5. Each primary and pre-secondary school should have independent status with a headmaster for effective administration and teaching.6. Schools running Balwadis (preschools) should have at least one additional assistant teacher.7. The reduction in positions following the 28/04/2025 order will harm newly qualified and unemployed teachers.8. There are serious concerns regarding deputed teachers and the implementation of rules in Swami Atmanand Schools.9. Rationalization will increase workloads in higher secondary schools, undermining NEP implementation.10. Merging lower schools into higher-level campuses will negatively affect independent administration and teaching.11. Reducing minimum teacher numbers in primary and middle schools will lower educational standards.12. Approval of departmental setups in Pota Cabins across Bastar division is necessary.13. Guest teachers should be considered surplus first in any adjustments.14. The student number benchmarks for rural vs. urban school mergers are inconsistent.15.
