Cabinet DecisionsDate – 18 June 2025

In a cabinet meeting chaired by Chief Minister Mr. Vishnu Deo Sai at his Civil Lines residence office today, several significant decisions were taken:

1. Benefits for Communities Not Yet Included in SC/ST ListsThe Cabinet approved a major decision to extend certain benefits to communities that are technically excluded from the Scheduled Tribe (ST) and Scheduled Caste (SC) lists. Students from the Dihari Korwa, Baghel Kshatriya, Sansari Oraon, and Pabia/Pavia/Paviyan communities will receive state-funded scholarships and fellowships equivalent to those given to ST students, along with hostel admission benefits. Similarly, Domra students will receive benefits equivalent to SC students.

2. Financial Aid for Rooftop Solar InstallationsTo promote renewable energy and provide economic relief to electricity consumers, the Cabinet approved financial assistance under the PM Suryaghar Free Electricity Scheme for installing solar rooftop systems on residential buildings.In addition to central subsidies, the state will provide additional financial assistance based on plant capacity (1 kW, 2 kW, 3 kW+).For example:1 kW plant: ₹45,000 total (₹30,000 central + ₹15,000 state)3 kW+ plant: ₹1,08,000 total (₹78,000 central + ₹30,000 state)Housing societies and residential welfare associations will also be eligible.The Chhattisgarh State Power Distribution Company Ltd. (CSPDCL) will be the implementing agency.Targets:60,000 plants in FY 2025–26 (₹180 crore financial burden)70,000 plants in FY 2026–27 (₹210 crore financial burden)A separate bank account will be maintained for subsidy distribution.Priority will be given to those whose systems are grid-synchronized on or after 1 April 2025.

3. Formation of Chhattisgarh Tiger Foundation SocietyTo conserve wildlife—especially tigers—and promote eco-tourism, the government has decided to establish the Chhattisgarh Tiger Foundation Society under the Wildlife Protection Act, 1972.The foundation aims to save the state’s declining tiger population (currently ~18–20).It will be a self-financed body, raising funds through donors and partner institutions.Functions:Direct involvement in conservation of tigers and other wildlife.Promotion of eco-tourism with local community participation.Support for environmental education, research, and training.This initiative will generate jobs, boost tourism, and support biodiversity conservation.

4. Merger of Associated NGOs with Ramakrishna Mission Ashram, NarayanpurThe Cabinet approved the merger of “Vivekananda Institute of Social Health Welfare and Services, Chhattisgarh (VISHWAS)”—an NGO associated with Ramakrishna Mission—with Ramakrishna Mission Ashram Narayanpur.

5. Land Allocation for Horticulture College in BemetaraTo establish a College of Horticulture, 100 acres of government land from a total of 94.290 hectares in Belgaon, Saja Tehsil (Bemetara district) will be transferred free of cost to the Horticulture Department.

6. Transfer of JashPure Brand for Tribal ProductsTo boost marketing of tribal women’s products like herbal and mahua tea under the “JashPure” brand, the Cabinet approved transferring the brand to the state government or CSIDC.This will:Promote agro and food processing unitsIncrease demand for local raw materialsCreate more jobs for tribal womenThe brand transfer will not create any additional financial burden on the state.

7. Expanded Scope for Compassionate Appointments for Martyr Police FamiliesThe Cabinet amended Clause 13(3) of the 2013 Revised Guidelines for Compassionate Appointments:Now, eligible family members (male or female) of police personnel martyred in Naxal violence can be given appointments in any department or district in the state—not just in the same office or department where the deceased was employed.

8. Formation of State Mineral Exploration Trust (SMET)To streamline the exploration and infrastructure development for minor minerals, the Cabinet approved the draft notification for establishing the State Mineral Exploration Trust (SMET).2% of all minor mineral royalties will be deposited in the SMET fund.The fund will support:Advanced exploration technologyInfrastructure developmentInformation systemsLogistics and manpower enhancementThis trust will function on the lines of the National Mineral Exploration Trust (NMET) formed by the Government of India.
