A meeting of the Cabinet Sub-Committee, chaired by Food Minister Shri Dayaldas Baghel, was held at Mahanadi Bhavan, Mantralaya, Nava Raipur Atal Nagar. Agriculture Minister Shri Ramvichar Netam, Cooperation Minister Shri Kedar Kashyap, Finance Minister Shri O.P. Chaudhary, Health Minister Shri Shyam Bihari Jaiswal, and Revenue Minister Shri Tankaram Verma were present.<\/p>\n\n\n\n

It was informed in the meeting that during the Kharif Marketing Year 2024-25, a record 149.25 lakh metric tonnes (LMT) of paddy was procured from farmers at the Minimum Support Price (MSP) \u2014 the highest since the formation of the state. The procured paddy is being processed rapidly through custom milling.<\/p>\n\n\n\n

To dispose of an additional 35 LMT of surplus paddy (beyond the target set by the Government of India and Civil Supplies Corporation), the state cabinet has approved sale through e-auction. The process was conducted via the M-Junction platform. The first phase of the auction rates was approved by the Cabinet Sub-Committee on April 29, 2025, leading to the successful disposal of around 18.91 LMT of paddy.<\/p>\n\n\n\n

For remaining stock, highest bidders (H-1) and other eligible bidders have been given the option of price matching at the approved rates. This move ensures transparency and healthy competition while enabling prompt disposal of surplus paddy.<\/p>\n\n\n\n

It was informed that currently, a total of 31.48 LMT of paddy is stored across 78 storage centers in the state. Of this, around 18.91 LMT has already been disposed of via auction and price matching, while approximately 12.57 LMT remains to be cleared. To ensure quick transportation, necessary instructions have been issued to all District Marketing Officers and storage center managers. Instructions were also given to ease vehicle movement at storage centers and increase the number of laborers to speed up paddy dispatch and avoid inconvenience to buyers.<\/p>\n\n\n\n

The committee was informed that bidders registered on the M-Junction platform are eligible for price matching after depositing the earnest money. They are required to deposit 3% of the total paddy purchase value as a security deposit within 7 days of the price-matching date. Subsequently, the actual bid amount must be paid through the e-auction platform within the stipulated period. Once the payment is received by the marketing federation, a lift order is issued to the buyer.<\/p>\n\n\n\n

In today\u2019s Cabinet Sub-Committee meeting, important decisions were taken for the swift disposal of paddy. It was decided that bidders who failed to deposit either the security amount or the Minimum Value Price (MVP) within the specified timeframe (or did so with delays) will now be given a final deadline of July 15, 2025. The deadline to deposit the remaining quantity of rice for the Kharif Marketing Year 2023-24 has also been extended to July 5, 2025.<\/p>\n\n\n\n

These decisions were met with enthusiasm from rice millers in the state. The Chhattisgarh Rice Millers Association also submitted a formal note of thanks to Food Minister Shri Dayaldas Baghel.<\/p>\n\n\n\n

To address technical issues faced by millers and buyers during the price-matching process and provide necessary guidance, a technical committee has been formed under the chairmanship of the General Manager (Marketing). This committee will ensure prompt resolution of problems.<\/p>\n\n\n\n

Additionally, it was informed that Chief Minister Shri Vishnu Deo Sai has met with the Union Food Minister and requested an increase in the target for rice contribution to the Central Pool from the paddy procured at MSP during Kharif Marketing Year 2024-25 \u2014 specifically, to raise the target by more than 70 LMT. The Government of India has assured a positive response in favor of Chhattisgarh.<\/p>\n\n\n\n

Food Secretary Smt. Reena Babasaheb Kangale, Finance Secretary Shri Mukesh Bansal, Industry Secretary Shri Rajat Kumar, Director of Food, Managing Director of MARKFED, and other senior officials were also present in the meeting.<\/p>\n","protected":false},"excerpt":{"rendered":"
