Raipur, 12 May 2025: Raigarh district in Chhattisgarh has set a new benchmark by becoming the first district in the state to implement digital payment systems for tax collection at the gram panchayat level. Now, villagers are paying property tax, market fees, water charges, and sanitation tax easily through UPI using their mobile phones.<\/p>\n\n\n\n

Raigarh has revolutionized rural governance by extending digital payment systems to the village level. All 549 gram panchayats in the district now use UPI-based systems for collecting taxes. QR codes have been installed at panchayat buildings and public spaces, enabling villagers to pay taxes conveniently from home.This system has not only promoted transparency but also significantly increased panchayat revenues. Former Collector Mr. Kartikeya Goyal presented this innovative model before the Prime Minister\u2019s Award screening committee on 12 March 2025. He highlighted that UPI-based tax collection led to a 117% increase in collections compared to the previous fiscal year. In many panchayats, collections have more than doubled. Earlier, villagers struggled with manual payments, but now digital payments are quick and easy.Out of Raigarh\u2019s seven blocks, five are tribal-dominated, and the digital system has been implemented there as well. Notably, 330 PVTG Birhor families have started paying taxes via UPI\u2014a major step toward digital inclusion. UPI integration has also increased public participation in gram sabhas. Analysis of three panchayats revealed a 57% rise in attendance at these meetings, indicating growing interest in local governance.There has also been a steady increase in transactions carried out by women self-help groups and BC Sakhis. In 2022-23, transactions totaled \u20b93969.30 lakh, which rose to \u20b94236.50 lakh in 2023-24 and reached \u20b94650.80 lakh by February 2025.The initiative has made account maintenance, audit processes, and cash ledger matching much easier for panchayats. With every transaction digitally recorded, the financial system has become more transparent and efficient. Raigarh\u2019s model now serves as a role model for the entire state, embodying the success of the Digital India vision at the grassroots level.Chief Executive Officer of District Panchayat, Mr. Jitendra Yadav, stated that under the guidance of Finance Minister Mr. O.P. Choudhary and former Collector Mr. Goyal, UPI-based digital payment collection was launched on a large scale in Raigarh\u2019s panchayats. People were made aware, and panchayat accounts were linked to UPI for QR code-based tax collection.
